Perhaps the city should take a look at the Iowa safety closure.  The closure utilizes a Type III Barricade, placed in the center of the road, with reflective, orange plastic frence attached on both sides of the barricade, and run to both edges of the road. 

While the closure is a breakaway barricade system, drivers would know the road is closed, and few drivers would feel  inclined to move the closure aside.

We doubt very much that the sign on the left barricade meets IN DOT spec, but we admire the American entrepeunerial spirit, and sympathize with Grandma’s plight.
